Wolfsburg manager Klaus Allofs said that he would consider getting the services of Belgian players with an option to transfer permanent.
"If Chelsea want to sell, we are ready to buy or borrow the permanent purchase option," he told Wolfsburger Allgemeinen Zeitung.
"We are not interested in loan options."
Werder Bremen, Schalke 04, and Atletico Madrid have also been linked with a January transfer to De Bruyne, who only appeared three times in the Barclays Premier League under Jose Mourinho.
